Hamad Sayah Al Mazrouei has been appointed the CEO of ADGM Registration Authority (RA) in January 2023. In his new role, he will be overlooking the development and management of various registration processes for both financial and non-financial services companies and real estate property within ADGM. As part of his responsibilities, Hamad will also oversee the compliance of ADGM-registered firms to its commercial rules and regulations.
In the years he’s spent with ADGM, Hamad has held many key leadership roles. His previous role as ADGM’s Chief Operating Officer helped the organisation in various strategic facets, particularly in developing corporate services supporting the growth of the international financial centre for the emirates of Abu Dhabi. Under his vision and leadership, ADGM embarked upon the ambitious “OneADGM Project” towards our strategic objective of achieving customer service excellence.
A strategist, who has seasoned his leadership traits through decades of achievements serving both public and private portfolios of companies. Hamad brings over 20 years of experience in strategic organisation and business development environments, focusing on developing strategies, systems, standards, capability buildings and organisation development through operational excellence.
Hamad is also the Chairman and Managing Director of the ADGM Academy Board, the knowledge arm of ADGM. As the Managing Director of the Academy, he is playing a pivotal role in serving the UAE national agenda of employability. Working closely with financial and digital authorities, Hamad designed and sits on the steering governance committees, which ensures local Human Capital needs are aligned with the UAE leadership vision 2030.
He is an active member of the UAE-UK Partnership consortium, tasked to bring the two countries’ common interests closer. Before joining ADGM, Hamad managed functions in The General Secretariat of the Executive Council and ADNOC/ National Drilling Company.
A graduate of Business Management from Portland State University, Oregon, USA, Hamad also holds a master’s degree in Business Administration from New York Institute and has successfully attended some advanced technical and leadership programmes from leading international educational institutes.

His Excellency Rashed Al Blooshi has started his professional career 24 years ago from Abu Dhabi Securities Exchange, to assume different positions until he became the CEO of ADX. As he could attract attention to his competence and leave an obvious mark as a successful economic character and a modern executive with a clear future vision in the alignment of Abu Dhabi market strategy with the plans of Abu Dhabi government, in addition to developing its performance to promote the local economy.
His Excellency holds the position of Undersecretary of ADDED, as a holder of a pioneering experience who plays a pivotal role in the diversification of economic investment in the emirate, as well as the enrichment of knowledge economy in a manner that contributes to the economic vision of Abu Dhabi 2030. As he oversees the launch of leading programs and initiatives that are based upon innovation and development of plans and strategies that promote the competitive environment, streamline businesses and support the investment attraction of Abu Dhabi to become one of the best regional and international destinations for doing businesses and attracting capitals and investments.
In addition to his current position, Al Blooshi assumes several memberships in the Board of Directors as well as local and federal committees.

Fahima Abdulrazzaq Al Bastaki is the Chief Business & Market Development officer, ADX and a Board Member at Dubai Women’s Establishment.
Fahima carries more than 24 years of experience within banking, the financial sector, and capital markets. She has been appointed as a Chief Business & Market Development Officer at Abu Dhabi Securities Exchange (ADX) in 2021 as part of the new leadership team to drive Exchange growth strategy and ADQ’s vision as a holding company.
At her current role, Fahima had the privilege to be part of the UAE’s SPAC Regulation Framework Project. She has also led the IPO and listing of freezone companies, as well as the concurrent IPO and listing between ADX and Saudi TADAWUL. All three projects have been marked as first of its kind in the region. In her role she also oversees the digital transformation, financial product development and Research and Data management.
Prior to this, Fahima was the Executive Vice President of Dubai Financial Market (DFM) where she spent 17 years in multiple leading positions covering Listing, Disclosures, Corporate Communication, Public Relations, and Business Development including NASDAQ Dubai. She has played a key role in the development of UAE’s capital Markets regulations by leading the SCA freezone regulation project and the UAE company law changes.
While being responsible for building the IPO pipeline building since 2009 in capital markets, to date she has gained over 300 long-lasting relationships with entities many of which gone through business transformations such as private placements, M&A or going public and listing. All with different business models as they represented multiple sectors such as industrial, health, education, tourism, trading, logistics and lately Energy and Technology. Fahima has spearheaded over 90% of DFM’s IPO and Listings with a total of AED 65+ billion primary and secondary issuances. And since Joining ADX, she has been overseeing the stream of activity in new IPOs, Single Stock Futures listings (derivative market) as well as ETFs and Indices.
Fahima has led the Annual Exchange International Investor Roadshows as early as 2007 in the region and has access to Global Banks and International Institutional Investors who collectively manage an aggregate of over $4 trillion in Assets Under Management (AUM).
Fahima has observed market volatility and was active in 5 major strategic plans from selecting the international consultancy firms to reshape the market strategies as part of the scope.
She is a Certified Investor Relations Officer and was appointed as a Chairperson of the Middle East Investor Relations Association Dubai Chapter. She is an Accredited Director and a graduate of the Women on Board Program. She is a board member for Dubai Women Establishment by Ruler’s decree since 2018. She was a committee member of the Officials & Directors of GCC Stock Markets and Authorities under the GCC Secretariat General and served as a member of the Regulatory Enhancement Committee in the UAE’s Ministry of Economy.
Prior to UAE capital markets, Fahima spent six and a half years in HSBC. She is a certified Financial Advisor (CIFA) from the Chartered Institute of Bankers UK, a CFA Claritas certification holder for capital market, and a bachelor’s degree holder in Applied Science of Business Administration. Fahima had the privilege of being a Senior Quality Assessor in Dubai Quality Award and an active promoter for UAE businesses and the economy.
